Projetos de hacking cívico usando dados de nossas instituições podem auxiliar na implantação de grandes mudanças. Às vezes só é necessário um computador e conhecimentos técnicos. O Supremo em Números, que colaborou para mudanças no combate à impunidade, para reduzir a sobrecarga de processos no Supremo e até mesmo para torná-lo mais transparente e republicano, começou assim. O objetivo deste texto é demonstrar que com as tecnologias que temos disponíveis hoje, qualquer um com conhecimentos e vontade poderia iniciar projetos semelhantes.

Why to hack a Supreme Court

Civic hacking projects using data from public institutions can support the implementation of major changes. Sometimes a single computer and some technical skills are enough. The Supreme Court in Numbers Project, which promoted deep changes in the fight against impunity, the reduction of lawsuits overload on the Supreme Court, and greater transparency in the Brazilian Judiciary, started like this. The goal of this text is to demonstrate that with the technologies that we have available today, anyone with knowledge and willingness could initiate similar projects.

A Takedown-resistant website, and the new Internet

Welcome! This is your first time in a takedown-resistant website! (probably).

This is the first post of a series of posts in which I’ll explain how the IPFS is going to change the way we share public documents and data (including real estate registration), how it can be used for smart contracts (and it is much better than blockchain for this! believe me), and how it will allow us to create an unstoppable and uncensorable internet.

Yes, this site cannot be removed from the internet and I don’t have any company providing me the hosting service for it.

I can run this website without any server, without any host, because I’m using a brand new technology, still under development, called IPFS: the InterPlanetary File System. IPFS is a new decentralized peer-to-peer file system model, that allows all computers (cell phones included) to work together for file and computer process sharing.

Presentation - ENAP - Government Focused on Citizens

It was a pleasure for me to be invited and to speak about Government Focused on Citizens at the National School of Public Administration - ENAP, in Brasília.

On this presentation, you will find details behind the idea of a Governmental Big Data Office at Rio de Janeiro, a project lead by me from 2013 to 2016. You will see why we need to rethink the way our governments run, and my ideas on how to do it.

In this panel was followed by Christopher Corcoran (NYC MODA founder and senior consultant of Lexington Mayor) and Patricio Rodriguez (professor at Chile University).

Do you want to see how we used big data from different data sources to improve the traffic quality for Rio de Janeiro, preparing the city for the Olympic Games?

I presented some important projects leaded by me at Big Data: PENSA - Room of Ideias, the Big Data Office of the Rio de Janeiro’s City Hall. And, more than a project for traffic improvment, I show on the video below the real reason supporting the PENSA Team: how to create a new democratic model, based on data and scientific knowledge, to close the gap among the citizens and the governments.

I had the honor to speak with Ivo Corrêa (Uber Vice-president for Public Policy) and Danilo Igliori (Chairman Data ZAP and Professor at FEA/USP).

The conference was held by Fundação Getulio Vargas, GO Associados (Gesner Oliveira) and ArqFuturo (Tomás Alvim).

I was invited to talk about the future of the education, professionalization, and research on the public service.

The conference was held by FGV and Escola Nacional de Administração Pública (Enap) (National School of Public Administration).

My speech was focused on how the new technologies are driving us toward a selfish society, following the Liquid Society, by Bauman, and the importance of a multidisciplinary education for our public servants.

Número de sessões em 2016 superou em 28% a média de sessões dos anos com eleições municipais, quando ainda não tínhamos as novas regras da minirreforma.

Será que mudanças nas regras do jogo da competição eleitoral impactam os trabalhos na Câmara dos Deputados? Entre os vários pontos propostos na atual reforma política discutida em Brasília, pouca atenção tem sido dada a essa questão. Talvez a sua importância seja de fato secundária quando está em debate, por exemplo, a lista aberta ou fechada ou mesmo o financiamento de campanha, aspectos que interferem diretamente nas eleições e na forma de escolha de representantes. Mas, uma vez modificadas as regras, quais os possíveis efeitos na forma, ritmo e volume de trabalho na Câmara? Realizamos no Congresso em Números da FGV um teste para tentar responder a essa pergunta. A análise consistiu em verificar o volume e o ritmo de trabalho na Câmara em 2016, ano de vigência das novas regras da disputa eleitoral aprovadas um ano antes, no comparativo com os demais anos, com e sem eleição municipal e geral, desde a década de 90.
